Responsibility for Logistics arrangements and Costs

Save the children will pay the consultant fee in installments and the consultant will cover their own logistical arrangements and costs; including food, accommodation and local transport and all cost associated with data collection work and other activities

Taxation Provisions

Consultant shall be responsible for all Taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office named above.

Travel requirements

The consultant will cover his/her travel costs (tickets) and arrange local travel to field sites

Security requirements

Consultant will comply with standard of Save the Children Security procedures, including the completion of SCI online security training, adhering to the terms of access negotiation and maintaining low profile while in Somalia

1.      Background:

Gender analysis is the systematic attempt to identify key issues contributing to gender inequalities, many of which also contribute to poor development outcomes. This process explores how gendered power relations give rise to discrimination, subordination, and exclusion in society, particularly when overlaid across other areas of marginalization due to class, ethnicity, caste, age, disability status, sexuality, etc.

SC Somalia will conduct gender and GBV analysis to highlight different needs, capacities, and coping strategies of women, men, boys, and girls in Somalia. The assessment will capture specific information to inform SCI programming towards gender equality. 

2.      Objective:

Gender And GBV Analysis aims to collect information about the different needs, capacities, and coping strategies of women, men, boys, and girls in the project targeted locations. It will also collect data on GBV risks, prevalence, GBV service availability, and barriers to access care for GBV survivors. This will provide practical programming and operational recommendations to meet different needs of men, women, boys, and girls.

2.1 Specific Objectives:

The specific objectives of the Rapid Gender are as following:

a.       To identify and analyze the specific gender dynamics, inequalities and vulnerabilities related to the targeted sectors within the Somalia context.

b.      To understand the different needs, interests, capacities and coping mechanisms of girls and boys, women, and men.

c.       Assess GBV risks, trends, services, and barriers. Also, community knowledge and attitude to GBV survivors.

d.      Provide recommendations/action plan on the finding/gaps of gender equality and improve integration gender equality and GBV interventions into sector programs.

3.      Methodology

The Gender and GBV Analysis will be qualitative data based on combination of primary and secondary information to understand gender roles and relations and how these may change during a crisis in relation to the sectors.

The following methodology will be employed:

·         Literature review (of published and grey literature) and review of current/previous program evaluations.

·         Individual /HH Survey to collect broader perspectives and quantitative data.

·         Focus Group Discussions with girls and boys (in sex and age disaggregated groups: 10 -14 and 15-18 years old).

·         Focus Group Discussions with women and men (19 years and over, in sex disaggregated groups).

·         Workshop with SCI staff (and were appropriate, partner staff) to validate findings and recommendations.

·         Key informative interview (KII).

4.      Target location

The assessment will cover Puntland, Somaliland, and South-central states. Below table will be highlighted the specific regions and districts.

5.      Deliverables

·         Inception report with methodologies and tools.

·         A response-wide Gender Analysis and Gender Action Plan with actions for each sector and team.

·         Comprehensive report summarizing the findings, analysis, and gender action plan.

·         Workshop for presentation of the findings, recommendations, and action plan to relevant stakeholders/ sectors.

Time Frame

The assignment will be 45 days inclusive of travels.

Terms and Conditions

Consultancy fee: The consultant will come up with his/her own rate which will be subject to negotiation within the bounds of set standards of SC in Somalia the consultant is expected to estimate all relevant costs for the exercise, including costs for data collectors, vehicle rent, venue, stationary, and accommodation while undertaking activities related to this assignment.

Code of conduct

Save the Children's work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children's rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children's Code of Conduct sets out the standards to which all staff members must adhere and the consultant is bound to sign and abide by the Save the Children’s Code of Conduct.

A contract will be signed by the consultant before the commencement of the action. The contract will detail terms and conditions of service, aspects of inputs, and deliverables. The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service.  The Consultant will not, therefore, disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.

An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation, and implementation of the consultancy agreement.

Ethics And Child Safeguarding

The consultant is obliged to conduct the research in an ethical manner making sure children are safe at all times. The consultant should seek the views of various stakeholders, including children. Efforts should be made to make the research process child-centered and sensitive to gender and inclusion.  The consultant must respect the rights and dignity of participants as well as comply with relevant ethical standards and SC’s Child Safeguarding Policy and Code of Conduct. The research must ensure voluntary, safe, and non-discriminatory participation and a process of free and un-coerced consent. Informed consent of each person (including children) participating in data collection should be documented.

A contract will be signed by the consultant before the commencement of the action. The contract will detail terms and conditions of service, aspects of inputs, and deliverables.

Property right:

All data that will be collected should be considered as SCI properties and can’t be used other purposes.

Technical Requirements

The following are minimum requirements for the Consultant/Firm to be considered for carrying out the assignment: -

•          Should have minimum bachelor’s degree in social science or equivalent experience and training in gender equality and GBV

•          At least 7 years’ work experience in conducting assessments, in the field of gender equality, GBV, child protection and disability. Both   focused and mainstreaming.

•          Proven work experience in Gender equality, GBV analysis or similar assessments and provide comprehensive report conducted for INGO or UN agencies.

•          Experience of working in a resource poor environment.

•         Experience working with rural communities in Somalia/Somaliland context.

•         Experience analysing qualitative and quantitative data sets and producing governance analysis and policy recommendations.

•         Fluency in English (both written, and spoken).

•         An understanding of security / political / economy dynamics in Somalia.

•         Ability to objectively identify and interpret sensitive information, e.g. regarding clan dynamics and how those relate to power and influence;

•         Ability to conduct key informant interviews with a broad range of individuals, including local government officials, traditional Somali clan elders, business persons, and civil society organizations;

•         Take responsibility for personal security;

•         Diplomatically engage with various stakeholders, synthesize information and communicate clearly

•         Have an eye for details & fully understands risks of undertaking task in insurgent controlled territories to self, corporate and or contracting party.

·         Technical proposal on how the assignment will be conducted including methodologies, data analyses, and interpretation, reports, detailed work plan, including software to be used for analysis.

·         Prior experience in conducting social science or development studies; specifically experience and skills in assessing gender equality and GBV relation to socio-economic, culture and politics speres. Experience in the Somalia/land context is desirable.

·         Detailed financial proposal with budget breakdown.

·         Updated Company or Individual Profiles and Understanding of the TOR.

·         Copies of the previous contracts relevant with the subject matter.

ü  A technical proposal with a detailed response to the TOR, with specific focus on the scope of work, methodology to be used and key selection criteria;

ü  Initial work plan based on the methodology outlined, and indication of availability.

ü  A financial proposal detailing the daily rate expected including accommodation, transportation, stationary, research assistances/enumerators and all other cost related to this assignment (full package);
